You understand it incorrectly. God is not outside of time. Time is not a created thing. Your belief comes from Greek pagan thought not the bible.

Let's say Jack and Jill went to College together and loss touch with each other. Two years after College Jill gets born again. Five years after College Jack gets born again.
Decades later, both one day thinks about each other and prays for the other person to come to Jesus or if they are saved to draw closer to Jesus.  Would those prayers that happened after the fact that the other was already born again be applied or answered by God on the day each one repented? Why or Why not?

That was the plan (Ps 106:8). Appropriate the gift.

Titus 1:1-3 NIV

...which God, who does not lie, promised before the beginning of time, and at his appointed season...

He keeps his promises (2 Cor. 1:20; 2 Tim. 1:1). What's your point?
